TO A CITIZEN

We the citizens of Mongolia hereby declare and bring to the notice of our broad public that we have established the Civic Union for the purpose of saving the country from the crisis, of bringing about the system of checking and accountability of the state, making the economy healthier and the society humane and ethical and shaping the civic views and values.

We are united with the aim of bringing about Mongolia in the rank of Developed Countries at the time when newly born child will come of age, today’s students will be engaged in creative activities and present day working people will come to retirement or so to say in twenty years of time. We together with you can do it. The reason for that are that we the Mongolians are small nation with enormous wealth and heroic history and live in a vast territory. In order to achieve the successes by joint efforts we propose the following activities as a priority.

Responsible politics

To bring about the system of fair choice of politicians with a civil control and accountability, to disengage political party from the power of restricted groups and groupings and to transfer it to the rank and file of the party and fully disengage  the function of the state and the political party.

Transparent state

To ensure checks and balances of the power distribution, to make the activities of state organs transparent and open based on the participation of citizens and to reform it into the effective system capable of serving each and every citizen.

Civil judiciary power

To free judicial supervision body from the influence of power holders and to reform it into   the system designed to adhere to law and to develop the system obliged to combat corruption, misuse of official position, to restore infringed civil rights and freedom and to cover the losses incurred to them.

Local management

To strengthen the local self –rule and combine it properly with the divisional management. To put an end to political parties participation in the election of local  management and secure the direct election of governors by citizens.

Distribution of wealth

To free the strong impetus of the national development –the use of mineral resources, application of natural wealth, foreign credits and aids from corrupt net-works and create an opportunity for the people to get  their results directly.

The value of labour

To put an end to reliance on handouts as well as general social security and to form economic environment, fair social security and insurance system dependent on business initiatives, effectiveness and labour.

Fair business

To make national economy healthier based on free competition, respect of wealth, successes and private property gained by own labor and  efforts and to secure and protect them and create economic and other basic conditions for every family’s existence without hardships and needs,.

Enlightenment

To consider the issues of science, education, health, culture and art, religion and morals in the same line with the issues of politics and economy and to intertwine them in their interrelationship and develop them with national characteristics and directed to the future of the succeeding generation in a comprehensive way .

Clean nature, healthy environment

While understanding the protection of motherland’s nature is a fundamental factor of nation’s existence should carry out the eradication of waste, air, water pollution and intensify afforestation, rehabilitation of forest and develop national land management supervision system. 

Right people

While using talent and capacity of young people and those working and studying abroad  shall promote all organizational  forms of uniting intelligent, just, patriotic people  and facilitate their selection to public service.

We believe that we should start the cause of reform of the society by ourselves and its our duty to do it.. Hence:

  • Since our successes depend on the unity of our views, purpose and activities we shall act within the framework of the above-said aims.
  • We shall strive to cooperate and seek to the organizational unity with the political parties, movements and individuals.
  • We shall be open to citizens and represent and protect their fundamental interests.

If the path is correct we shall not be lost, if the aim is correct we shall not fail. We are the masters of Mongolia.
